Pierce and Miller (both of Saint Mary's College) explore the politics of this process, discussing interest groups from Christian fundamentalists to casino corporations, the economics of gambling as a form of regressive taxation, and the role of federalism in the adoption or non-adoption of legalized gambling in different states. They analyze the social, economic, political, and policy characteristics of all 50 states from 1966 to 1995, seeking the causal factors in the legalization of lotteries and casinos.
